This image is a few transitions of Gwen Stefani. She is a great artist actually, and very unique (at least in my own opinion). Her albums are always colorful and weird (good weird). I find her super attractive, in this picture she already looks cartoon-ish. So it is the perfect basis for filtering the pixels to give an oil paint or pastel drawing effect.
